As a part of Hive-2641, we moved duration-based metrics and those that currently support add cluster deployment labels to HiveConfig.spec.MetricsConfig.MetricsToReport as per the metricsConfig redesign enhancement.

As a part of this ticket, extend the support for these features to all metrics that can support them. `minimumDuration` feature should be supported for all duration-based metrics reported by Hive, that have a cluster deployment available when they're reported, and `additionalClusterDeploymentLabels` should be supported for all metrics that have their CD available when reported.

We would only support these features for the affected metrics under MetricsToReport.
