This card represents the upcoming bump to go 1.20 whenever that needs to occur.

When we upgraded to go 1.19, Hive's base image changed from

registry.ci.openshift.org/openshift/release:golang-1.18

to

registry.ci.openshift.org/openshift/release:rhel-8-release-golang-1.19-openshift-4.12

Following this trend, we would expect to update the base image to a similar tag.

Note that after updating the base image in the release repo it is necessary to trigger the bump in CI by updating the base image in build/build-image/Dockerfile before bumping the go version everywhere else in the Hive repo.
