      As discussed in https://mailman-int.corp.redhat.com/archives/aos-devel/2022-January/msg00061.html , finish migrating away from using a ConfigMap for leader election leases.

      Phase 1 (HIVE-1736) moved to configmaps+leases. This phase should remove configmaps.
