Automate quality related manual steps in Helm

As a part of onboarding to CPaaS and to improve effectiveness and velocity of getting release to customers, there is a need to document, prioritize and automate manual steps in the process.

Productization process is documented here,]. Eventually, we should be able to have the understanding of the pipeline - from a PR to deployment to customers, ideally in a for of a diagram and prioritize automation of steps where it has the highest impacts.

Example of manual steps that might prevent automation in the pipeline:

• manual provisioning of the infrastructure
• awaiting an email announcing new bits available for testing
• changing errata states manually
• reporting test status
