Helm CPaaS pipeline full automation

The current CPaaS pipeline has a room for improvement:

• trigger builds on upstream repo tagging
• moving to CPaaS midstream repo
• signing binaries automatically
• create errata automatically and attach the artifacts to it
• run acceptance tests prior creating erratas

Remaining work - as of May 6th:

• automating the publishing of the Helm client under our public download server.
• (all the issues in the Epic)

Scope for Q2:

• HELM-16 : acceptance tests in CPaaS infrastrcuture
