MGMT-13018 enables the scale down of a cluster even without ZTP. Although the title includes "using gitops workflow" the real motivation here is to allow for cluster scale down (node deletion) using declarative APIs and the implicit behavior that removing a CR (can) equate with removing the node. That makes it suitable for the gitops flow but applies across many other use cases as well.

MGMT-13018 needs documentation for far_edge and ACM.  This ticket is for far_edge only.
