Update Cluster keeps refreshing and cannot be closed once the response of agreement is not 201

How reproducible:

100%

Steps:

1. Prepare an OSD cluster which has version 4.8.x and can be upgraded to 4.9.y
2. Open the create Manual upgrade policy dialog and select 4.9.y version and go to the acknowledgement step
3. Create gate agreement via API backend
4. Fill in "Acknowledge" and create the policy

Actual result:

The dialog will stuck to refreshing and never closed

Expect result:

It should show the error returned from backend

Note:

The issue is in same root cause of HAC-774. which both caused with the non-201 response from backend. But they are in different expecting result, so I filed two bugs to track.
