Steps:

1. Prepare an installing OSD cluster in version 4.8.x which can be upgraded to 4.9.y
2. Create an automatic policy to the cluster on settings tab
3. Check there will be "Administrator acknowledgement is required...." alert show after the automatic policy created
4. Click "Provide approval"
5. Fill in the text box and click
6. Click "Approve and continue"

Actual result:

It will return 400 from backend and UI will stuck to the refresh step
