[OCM] Enable Y-stream upgrade for automatic upgrade

      Due to recent change, automatic upgrade for cluster version are now only doing latest z-stream only.

      We like to change that, and allow customers who wish doing so, be able to automatically upgrade y-stream as well.

      The new API will contain a boolean if y-stream upgrades are enabled (default: false). If the customer wants to opt-in on automatic y-stream upgrades they should have an option in the UI to enable it.

      This will trigger an API call to CS that will enable that option.
