The "New release available" alert cannot show when new y-stream upgradable but not set enable_minor_version_upgrades

Steps:

1. Prepare an OSD cluster in 4.8.x version which can be upgraded to 4.9.y
2. Launch OCM console Settings tab
3. Create a "Recurring updates" policy to the cluster
4. Check the tab

Actual result:

There is no button or alert show that there is new minor y-stream updates enabled

There should be "New minor version available" alert show once automatic upgrade policy enabled and there is y-stream upgradable
