Description

UI should add a rerun button for pipeline-actions so that a pipeline can be re-run after failure

Acceptance criteria

1. Should add `rerun` action in various PiplineRun lists[Activity, component, snapshot, Integration test] and Details page

2. For build pipeline the following `annotation` must be added to the component to make a request 'build.appstudio.openshift.io/request'='trigger-pac-build'

3. Must disable Rerun action if some PAC request is already in progress.
