Description of problem:

In ROSA wizard, if the user opened side drawer already and showing on the screen and when the user clicks on the link "create required role" from the no ocm role or no user role error message, the side drawer has been closed. This is wrong behavior. This behavior forces user to click again same link to open the side drawer.

Steps to reproduce:

1. Launch OCM UI staging.
2. Open a ROSA wizard.
3. Reach to "account and roles" step. (Already ocm-roles , account-roles are created but no user-roles).
4. Select account id and account-roles.
5. Click on "How to associate a new AWS account" button.
6. Do not close side drawer.
7. Click  "Next" button from the step.
8. Click "create required role" link from the no user-role detected error message
9. View the behavior

Actual results:

Click action on "create required role" link closed  the " How to associate AWS account" side drawer because it is already opened. This is wrong .

Expected results:

Click action on "create required role" link should show  the " How to associate AWS account" side drawer. If it is already opened , then it should still stay on the page. If not , it should open freshly.
