Create First SDK NPM Package (k8s)

      To get the ball going with integration in HAC-Core, we need a usage of an NPM Package that houses the SDK... to that extent, we need to create the first release of the SDK; having it be K8s related seems the most logical as we are closing in on that goal first.

      Acceptance Criteria

      • Create a package in the NPM OpenShift org for dynamic-plugin-sdk
      • Release the utils code
        • Need to have K8s fetch calls & a way to set the commonFetch utility
