User story:

As a user, I want to understand the prerequisites before starting to select options on the ROSA wizard.

Acceptance criteria:

•  The "Welcome to Reed Hat OpenShift Service on AWS(ROSA)" header is on the first step of the wizard
• A reminder to complete the prerequisites is on the first step of the wizard.
• Prerequisites in a hint banner
• The non Hypershift control plane option shall be referred to as "Classic" 
• If the classic control plane option is shown, then the Control plane shall be listed as "Classic" on the Review and create step of the wizard
