Redirect ROSA customers from AWS to the new "Getting Started" page

      Step 1. The "Get Started" button on the AWS ROSA console links to https://www.openshift.com/products/rosa/download

      Step 2. The above URL, in turn, redirects to https://console.redhat.com/openshift/create/rosa/welcome and this is done outside of the OCM UI.

      Step 3. Within the OCM console UI, the /welcome URL from step 2 is redirected to the ROSA cluster provisioning wizard https://console.redhat.com/openshift/create/rosa/wizard

      Now that we are creating the "Getting Started" page, the /welcome URL from step 2 should redirect to the "Getting started" page.
