Description of problem:

By default, Cluster history tab has applied with a default filter "Last month" but the history records are not loaded as per the default filters.

User has to click or reselect the filter (in this case, "Last month") to view the records. The reason could be  wrong, "from date" is selected by default for the "last month" filter.

Steps to Reproduce:

1. Launch OCM staging env.
2. Go to a cluster that was created within a month and has some records available.
3. Go to the Cluster history tab ,  View the default filters and history records displayed to the user.

Actual results:

In the cluster history tab, the default filter is set to "last month" with the wrong "from date" value. Hence no records are loaded and displayed.User has to reselect the filter to load the cluster history records.

Expected results:

Cluster history should display the records as per the default filter selection in the cluster history tab. In this case, "last month" history records should be displayed for the user.
