Goal

Setup CI/CD to deliver hac-dev dynamic plugin into HAC Core.

Why is it important?

Currently we do not have a CI/CD setup for hac-dev repository that can deliver the application on top of consoledot. When we switch to using HAC Core as base framework we need a way to deliver hac-dev dynamic plugin to the Core.
