Description of Problem

• Syncing/refreshing an ArgoCD application gets stuck and terminating the sync operation throws error: 

  Unable to terminate operation: Unable to terminate operation. No operation is in progress.

  Below similar issue is reported upstream as well

From the other bug:

• Argocd is unable to sync an Application which is syncing more that 1800 yaml files to a target cluster.
• To get around it we need to restart argo. After few minutes the problem comes back
