Description of problem:

Syncing/refreshing an ArgoCD application gets stuck and terminating the sync operation throws error: 

Unable to terminate operation: Unable to terminate operation. No operation is in progress.

Below similar issue is reported upstream as well

Workaround

Restarting application-controller pod temporarily fixes the issue.
