Description of problem:

GitOps 1.8.4 is not available in the latest channel of OCP 4.10 and 4.11 as latest is taken by version v1.9.z and it was only released in OCP 4.12+ versions 

Workaround

Switch to gitops-1.8 channel

Steps to Reproduce

Create a catalog source for v1.8.4 and install it from latest channel in either OCP 4.10 or 4.11

Actual results:

v1.8.3 gets installed

Expected results:

v1.8.4 should be installed
