The upstream build process may have changed or introduced new things. We need to align our downstream build to be as close to upstream as possible, while preserving our specifics (e.g. using UBI as base image, satisfying Cachito requirements, etc).

Acceptance criteria:

• Check upstream Dockerfile for changes between v2.2 and v2.3 releases
• Evaluate which of the changes also affect our downstream builds
• Pull in required changes to the Dockerfile used for downstream builds
• Required changes are documented in this issue
