Spike: Investigate Export feature in Argo CD operator

Investigate and test the existing features provided by the ArgoCDExport CRD in the upstream ArgoCD operator. Before we can ship the Export CRDs out of the box in the GitOps operator it is important to understand the limitations, blockers, and bugs in the current implementation.

Acceptance Criteria:

Create a list of action items(potential bugs, limitations, blockers, etc) that must be resolved before shipping the Export feature in the GitOps operator.
