Project facets are not reloaded when pom.xml changes

      Suppose that Facet X isInstalled() returns true if Dependency A is installed
      and that FacetY installs among other dependencies, Dependency A.

      1) Install FacetY in a project
      2) run {{project-list-facets }}

      • FacetX is not installed

      3) Exit Forge
      4) cd into the project and run project-list-facets

      • FacetX is installed
