rename this folder
https://github.com/redhat-developer/rhdh-plugin-export-overlays/tree/main/workspaces/redhat-resource-optimization
so that it aligns with the new naming scheme.

rename the contents in https://github.com/redhat-developer/rhdh-plugin-export-overlays/blob/main/workspaces/redhat-resource-optimization/plugins-list.yaml
 
rename and update these files:
https://github.com/redhat-developer/rhdh-plugin-export-overlays/tree/main/workspaces/redhat-resource-optimization/metadata
 
ideally paths, filenames, and plugin name/IDs would all be the same (or close to the same)
