Verify that the RHDH plugin has been properly rebranded from Red Hat Insights to Red Hat Lightspeed.

Test Steps:
1. Deploy RHDH with the rebranded cost-management plugin
2. Verify plugin name is "cost-management" (not redhat-resource-optimization)
3. Check navigation shows correct naming structure
4. Verify the Red Hat Lightspeed icon is displayed
5. Check all UI references use "Lightspeed" instead of "Insights"
6. Verify dynamic plugin is available on quat.io

Expected Results:

• Plugin renamed to cost-management
• Navigation follows new structure as per design
• Lightspeed icon is displayed correctly
• No references to "Insights" remain in the UI
• All existing functionality works after rename
