      As a user I would like to see my openshift cost in RHDH

      Acceptance criteria:

      • optimization plugin modified to add cost information similar to Cost Explorer page
      • documentation available describing how to configure and use cost management in RHDH
      • separate RBAC available to manage cost information

      Out of the scope:

      • No need to support cloud costs (AWS, Azure, GCP non-OpenShift costs) for now.
