After running performance benchmarks, scale the single-cookbook migration tool (FLPATH-2715) horizontally, most probably via k8s pods.

Proper UX can not be provided until we have a solid single-cookbook migration tool and so know the required human interactions in the process from FLPATH-2715 and FLPATH-2717.
