When the RHDH instance is required to be created by the Orchestrator CR, we'd like to enhance the dynamic-plugins-cache by default.

The motivation for it is to shorten the reboot time it takes for RHDH, when only its configuration is changed. Without this option, it takes several good minutes to complete a reboot of RHDH instance for applying configuration updates.

The required changes are creating a PVC dedicated for the dynamic-plugins and adding a reference to that PVC from the Backstage CR. See more details in:
