Due to deprecation of helm based operator sdk and lack of team to maintain it we need to migrate our operator and use go based sdk.

Acceptance criteria

• We aim feature parity with helm based operator
• CR based configuration is simple and usable
• Fixes for watching plugin configuration in configMap (no need to scale down the operator after deployment)
• Feature documentation (how to use the operator and what are the config options)
