The retrigger option should be added to UX, based on v2 API tracked by FLPATH-1567

There is a figma to describe this feature: Rerun is a drop-down list with two options: "Rerun from the beginning" and "Rerun starting from the error node"

Requirements:

• The retrigger option should be enabled only for workflows in Error state
• Parameters are not allowed to be changed when re-triggering a workflow. (this functionality will be allowed via the "Rerun" button).
• Authorization should be enabled for the Retrigger action
