Given an OpenShift cluster on Azure using ovn-kubernetes as CNI with a microservice app handling UDP traffic and a load balancer service for incoming UDP traffic,

When, the first packet of a new session arrives at the LB service,

Then, the packet should not be dropped and the session affinity should be maintained without requiring the learn() action that delays the packet processing.

In OVN when the first packet arrives, this is dropped because it uses learn() flows for session affinity timeout and those are not yet installed if we continue the packet processing pipeline for that first packet.
