Gate “In Review” on CI success and comment when CI fails

      Given an FDP issue is In Progress and has a patchwork review URL,

      When all required CI contexts are successful,

      Then transition the issue to In Review and post one “CI green” comment with links.

      Given an FDP issue is In Progress and has a patchwork review URL,

      When any required CI context is failed, pending, or canceled,

      Then keep the issue In Progress and post or update one comment summarizing the non-green jobs with links.

      Our patchwork -> jira integration currently moves issues to In Review when a review URL is detected, regardless of CI status. There was an agreement that this should be aligned with our Definition of Done: do not move tickets to “In Review” unless CI has passed. We need automation that checks CI state first and only transitions when green; otherwise it should keep the issue In Progress and log a helpful comment.
