Upstream etcd recently upgraded to Go 1.20.8 when Go 1.19 fell out of support plus some CVE fixes.

Since there isn't a release tag on 3.5 that has this bump yet, we should try to get an upstream release tag cut so we can get the downstream etcd to use Go 1.20 in sync with other OCP components. Alternatively we can also use the latest 3.5 commit if the release tag is delayed.

This should be backported to the oldest openshift supported branch i.e 4.11
