As a Customer, I want to measure my CP disks to see if they are able to run etcd well enough for my desired cluster scale.

After meeting with etcd Support SME rhn-support-pducai we figured that plenty of customers are choosing insufficient hardware to run etcd for a given cluster scale. 

Peter kindly created https://github.com/peterducai/openshift-etcd-suite to make his life easier. We need to make this more broadly and officially accessible and recommend its usage before creating a cluster.

AC:

• In-source the fio script into the OpenShift github org
• Enable customers to run fio benchmarks and interpret their result
• Document the usage of the script and update all KCS articles mentioning the openshift-etcd-suite with the official new repo
