      We should investigate and plan how do we want to do automatic rebalancing of clusters.

      • Should we write our own tooling?
      • Should we use Cruise Control (what abotu productization, support etc.)
      • Should rebalancing be part of TO? Separate pod? Part of CO?
      • Suggest followup JIRAs for implementation etc.
