User stories:

• As a Operator, I want my AMQ Streams cluster to be balanced (all nodes have equal load etc.) to make sure the cluster runs at optimal performance

When running a big cluster with big topics it is essential to properly distribute (balance) the topics accross the cluster. Having a process to do this automatically will allow operators to run Kafka clusters with less manual involvement and interaction. The load balancing should be done for example in respect to throughput, storage capacity / requirements etc.

This Epic should be broker into smaller tasks.
