For the 2.8 release, KRaft on RHEL was reverted to Tech preview because of lack of support for dynamic controller quorums.

This changes in 2.9 as static and dynamic controller quorums are supported.

For the 2.9 LTS release, revert the changes and promote Streams on RHEL in KRaft mode to GA.
