For the 2.8 release, KRaft on RHEL was promoted to GA.

However, when migrating to KRaft dynamic quorums are not available, only static.

Dyanmic and static quorums are available when migrating on the 2.9 release.

Therefore, the GA release is being set back to tech Preview.

This needs to be reflected in the release notes, release announcement and documentation.
