if Upgrade section is set to false on both variables (enabled/minor), version field is ignored.

While it seems logical, it is not since there are scenarios where user would want to deploy a specific version of broker and not enable automatic upgrades.

example of failing yaml:

   53   upgrades:
~  54       enabled: false
~  55       minor: false
+  56   version: "7.9.0"

this still deploys last-available-version instead of specified version.
