Implement a system test for the replicated single pair feature

In order to evaluate the quality of the POC of the pluggable quorum vote is useful to perform a proper system test simulating one of the new features it should deliver ie replicated single pair without split-brain.

The product of this issue is to produce a proper system test that could be both used against the POC and (with minor changes) the final implementation of the same feature.
