Design the new API of Quorum Vote and implement a POC on it

The new API of the Quorum Vote should allow to:

• cover the existing (isolated) functionalities of Quorum Vote
• allow a more fine grain control/reactiveness on consistency changes (ie if using a distributed consensus, when the quorum is not available/the current state is not "trusted")
• simple enough to allow different implementations to be plugged in

Part of this task is to choose a consensus provider to implement it and deliver a first POC to be presented to the upstream community/internally.

Ideally the POC could be the first step to deliver the upstream reference implementation.
