Noauth jaeger query service for Jaeger hybrid use case

When the jaeger hybrid use case is set in the Syndesis CR

jaeger:
      enabled: true
      operatorOnly: true

the users create Jaeger cr manually after the syndesis is installed. When the users set the name of the jaeger cr as `syndesis-jaeger`, they don't need to set `queryUri` and `collectorUri`.

The integration is shown in the Jaeger UI but the activity log doesn't work in the Syndesis UI. It is because also the `noauth-syndesis-jaeger-query` service needs to be created (as in the default use case) manually.

Instead of manually creation of that service by the user after the jaeger cr is created, the syndesis operator can create it automatically when operatorOnly: true is set (same as operatorOnly: false is set).
