Fuse 7.8 repo zip missing tomcat-jsp-api

When checking the repository to fix ENTESB-15509, we noticed that org.apache.tomcat:tomcat-jsp-api:9.0.21.redhat-4 was also missing from the repository, but had been added to the manifest.

The missing jar and pom will be added to the repository as part of ENTESB-15509 - this ticket is to track why tomcat-jsp-api wasn't included in the maven repository zip in the first place, suggesting there is a bug in the scripts that create the zip.
