Metering in Fuse 7.x

As a customer of Fuse I want to be able to use the Metering operator to generate report on all Fuse workload (infra and app).

The goal is to make Middleware traceable and easily reportable across its common deployment scenarios, for now the solution focuses on Openshift 4. For a customer, it doesn't mean you have to report usage but you can use the metering operator to determine if you are in compliance with your Red Hat subscription or not.
