profile-scale does not work properly when called from bin/client

      I've been doing everything using bin/client so I'll write only commands after bin/start (and adding admin to users):

      • fabric:create --resolver localip --global-resolver localip
      • container-add-profile root autoscale
      • profile-scale feature-cxf 2
      • container-list

      Hello, there seems to be a problem with autoscale profile not being able to create child containers when profile-scale was called with bin/client. In log I can see attempts to create new child container (continuously) but when listing it with container-list there are none. Also I've been scaling feature-cxf which is present in default profile. When doing this from karaf console everything works as expected. This seems to be working with R13 (416)
