Unable to scale down using fabric:profile-scale command

      1. install fuse, create fabric
      2. add autoscale profile to the root container
      3. scale some quickstart, for instance use : profile-scale quickstarts-cxf-rest 2
      4. wait until the containers start
      5. now try to scale down, using profile-scale quickstarts-cxf-rest -2
      6. using container-list, we can see, that child containers are still running

      Using fabric:profile-scale command, I'm able to scale up the containers with certain profile, but I'm unable to scale these containers down afterwards. I tried to use the steps described in the --help page of the fabric:profile-scale command, but it does not work as described.
