Make FallbackableTypeFactory optional

In order to mitigate jackson version issues, follows the same approach as DROOLS-6396 on 7.52.x branch.

Introduced a system property switch that disables FallbackableTypeFactory by default so basically we will not link FallbackableTypeFactory with jackson 2.12 (even on Fuse 7.9). This sounds like "hide" unknown issues in the future. But running on a different jackson version is already uncertain situation so I think this approach is justified for safety.

Actual fix to meet with Jackson 2.12 will be done by DROOLS-6301 but this JIRA can be merged before jackson upgrade (works with both 2.10 and 2.12).
