      DITA only supports block titles that are native to the topic templates (e.g., .Prerequisites, .Procedure, and so forth). This issue tracks removal of invalid titles, such as those that precede tables, figures, and code blocks or examples that are presented within a procedure step. Titles are valid for example blocks with the body of a topic.

      Consider the content and rewrite if necessary.
      In reference or concept module, convert section titles to an H2 (==) heading the context permits.
      Alternatively, convert the title to a description list entry.

      Where titles are used to divide a procedure topic into sections, adjust the markup to create separate modules for each section, or combine the two sets of steps into a single instruction and use sub-steps to document the alternatives.
