Debezium Offset-Editor example application

I've previously seen questions in the Google Group relating to how the debezium server .dat file that contains the offsets can be edited to allow users to manually set the offset for cases where e.g. they want to reprocess previous records.

I previously created a commandline app for our team to do this on our side and I've taken that and cleaned it up a bit and would like to contribute it to Debezium Examples if that would be considered useful to others?
