Set Postgres 10+ publication based on a configured whitelist tables

    Description

      At Debezium release 1.2 the Postgres publication is being hardcoded set to all tables.
      Setting the publication to be only on whitelist tables will improve the following:

      • reduce network latency - the Wal sender will send only the relevant tables.
      • reduce CPU & IO - reduce the amount Wal sender work
